Valid XHTML with an extensive style sheet that is designed to allow the color scheme to be changed with just a few hex values rather than redefining the color of every element.
Update (4/18/2004): I've come a long way since this design, it was my introduction to css. Here is a slighly improved version (css bug fixes) although there is a lot more that cold be done: http://www.philitopia.net/oswd/Sliqua/
